It varies alot i find.
On one occasion i made it through a .6 system in a kestrel with NO MWDs. I kinda crapped myself when i realised id forgotten it was a .6 system but when i didnt get shot at the first gate i though oooh... then i got to the second gate and started approaching slowly as concorde appeared but instead of blowing me up they just seemed to follow me at 19km until i jumped out that system lol :D
On the way back i made sure i had MWDs fitted :)
The few times ive tried getting through with shuttles ive been shot down by concorde.
As far as i know the sentries dont shoot on you because youre an outlaw, only concorde shoots but that might have changed in the last few patches? Im not sure.
One thing is sure though, i wouldnt try goign through high sec systems in anything apart from a frigate :) hehe well not on purpose anyway :/

The biggest risk crossing empire comes not from the sentry's (they dont shoot at you unless you are criminally flagged) nor for that matter concord or the faction navy (rifter with 2 mwd's ;) or a shuttle, gets out/warps before the billboards can web yeah or the police/faction ships scramble you. The problem I find is that if I stray into empire, as I do on occasion, every nub pilot under the sun decides to come and have a go at ganking you. There are times when a negative 8.0 security status causes a world of pain... good job I always have a clone in cryo

But what if you have -1.95 and only need to go through a few 1.0 systems on your way somewhere?
And if you say that I'd get shot by concord, would a Crow manage to get through without being shot down? |

You can go anywhere as long as you arent -2.0 or lower.
I think its funny tbh, there are no police in .4 or lower where you earn your sec, but you get attacked by them when you get to a certain point.
It's like if you killed someone and there was nothing else around for hundreds of miles, not even a road, and the Police arrest you in London.
I think sec shouldnt be autogank, its not like being an outlaw would make it easier for you to kill someone in Yulai.
