My config is thus.
Carrier tanks belt and uses 13 t2 drones to mine while doing it. (all the while providng the maxed out foreman gang links to the mining op).
Orca. What im trying to figure out if this is worth using instead of the carrier. Get the 15% bonsu (if skill is at 5) to the effects of the mindlink...which may not amount to a lot, unless we have x ships in the gang. How many drones can this thing use? I'm guessing....I mean you only need laser opt link, leaving 2 highs? could you put 2 strip miner 2's up there and then your 5 drones or could you somehow...how many drones could you use on this thing while still doing support?

Orca is designed as fleet support, not as a mining ship. Hulk is still your best bet for mining.
But an Orca running links boosting a fleet of Hulks, and you see the real value of the Orca. The Orca can also tractor jetcans out of the back and act as a warp-in point for haulers. ___________________________________

So ironically, these industrials really don't do more than a gang'd out carrier can before they came out other than the cargo part. hmmm.
I forgot the carrier got the extra drones from the skill. hence the 13-14 drones. And since the only link that really matters is laser opt you dont really need the 3 unless yer hulk is set to tank and needs cap which it woudln't in this scenario.

Firstly, the 3% bonus (per level) to links is a lot if you have a gang large enough to warrant the use of an orca/carrier in the first place.
Secondly, why only the laser opt. gang link? What about the laser field enhancement? The extra range makes a HUGE difference to any respectable mining op, means you need less hulks per belt and thus can mine more belts at a time (if that's the way you prefer to work).

Well, aside from what's been said above (the extra range gang-link really is very useful), the other advantage is that the orca can enter high-sec. I realize that you're not doing high-sec mining and so not an advantage for you, but it is for some, so you have to put that in the advantages column. The extra boost to the gang links does add up if you have several hulks. The 70km tractor beam is a huge plus when you have several ships spread out. The Orca does a lot for the mining industrialist. Just because they don't necessarily apply to your particular situation doesn't mean they aren't advantages.

The other advantages an Orca has (also don't apply to you, as you already have a carrier) are in skill training and ship cost. I can already fly an Orca, and the cost is reasonable. It'll cost me twice the ISK of the Orca itself in skillbooks alone and another 3 months of training to be able to fly a Rorqual.
The Orca also doubles as a nice way to ferry rigged ships across high-sec space.

Fun times ahead if you're actually out in a belt mining in a carrier
Anyways, orca gets a further bonus to gang links which the carrier doesn't (3% per level) which adds up. I'd also argue that the laser range link is actually pretty useful. Also, when you eventually get caught and die in a belt, it's not nearly as embarassing losing a gang mining orca than a mining carrier

You are much better off just using a fleet command ship to perma-tank the rats and provide the links. And if you really want to use a capital the rorqual is a much better platform. I suppose a Orca could also be used.
Perhaps the best setup. Command ship perma-tanking. Orca used as a hauler. Rorqual @ a POS compressing. And hulks of course.
but if you have a POS then you really don't need a orca. Just use the rorqual to warp in every now and again @ 100 KM and take all the cans and warp out again. The rorqual can then dump the ore in a POS and worry about compressing it or whatever later on.
But like anything it is situational based on op size and location.

The orca (as people have already said) can use 5 drones.
5 mining drone 2s and some mining drone rigs and you can mine a decent amount. Less than a hulk of course.

Having flown both ships: for mining you really want to bring the orca if you can tank the rats in the belt with it. Orca doubles as a hauler without equal for moving ore back to stations. Carriers are hard pressed to hold 120,000 m^3 which is what the orca can hold with Industrial Command Ship at IV and some t1 rigs. Being able to tractor cans from 70+km away, allowing people to utilize a 40k M^3 CHA and being able to add an additional boost onto a mining op makes it much better than the carrier for general purpose mining ops. The only advantage the carrier has in its favor is the ability to hold more ships inside its SMA. Mining drones are unbonused for both ships so I'd really ignore the extra few units of ore that a carrier would bring in vs the amount gained by using the gang links of the orca with a decently skilled pilot and a large enough gang.
