Quick question:
Will a tech 1 small smartbomb be able to hit small ecm drones/small drones in general? The small smartbomb has a 3km range.. but I noticed ECM drones orbit at 3,500m.....

The range pretty much tells the whole story, here. fit a medium smartbomb instead. Baal Aristaeus eats horses.. |

No, they won't.
The ones that are most effective against drones/close-orbiting frigs are faction large smarbombs, with a 7.5K range for Caldari Navy/Shadow Serpentis... but those need battleships, with their 1K powergrid requirement. And they can be less effectinve that t2 drones of your own, in Agressive mode.
Especially if you're not flying Battleships yet :)

edit: Large Smartbombs will mess drones up. Most people who fly a Carrier, Mothership, or Titan always fit 1 or more for their defensive capability. Also, when choosing a smartbomb, range is the most important factor over damage type/amount.

Medium smartbombs aren't that bad. A named EM smartbomb will kill light ECM drones (any number of them) in a couple of cycles, and the medium ECM drones go down in three cycles. If someone's not paying attention their drones will be gone before they know it - and even if they are, they'll be in armour after the first hit, and further deployments will just get them popped. Smartbombs are good against drones (and are also not that bad against frigates that insist on orbiting under your guns' tracking).
To address the OP's actual point though - in my experience small smartbombs are enough to hit even medium drones in orbit. Specifically I remember a one-on-one against a Drake in my Harbinger, where he had a small smartbomb in the utility high and was popping away at my EC-600s' health. The activation proximity statistic (or whatever it's called) isn't the same as the drones' orbit distance, I think light drones orbit at roughly 1000m and mediums at something like 1200-1500m. In fact it might just be 1km for all drones of all sizes.
Of course, the best way to find out is to try it in game. Get someone to sic their drones on you (while you show drones on your overview) and look at the distances they orbit at. For an even better test, fit smartbombs of various sizes and see which ones do best against the drones.
Again, I'm fairly sure that a small smartbomb will hit at least medium drones in orbit - though there you really are looking at issues with actually dealing damage, given 60 damage per activation (four cycles to pop an EC-300 and six cycles for an EC-600).

A small smartbomb will hit drones if the pilot is flying in a certain way. If you MWD and they overshoot, you'll catch them in a cycle as they go by. I nearly lost 5 Warrior IIs to a Griffin Pilot doing this. -----
