10 days to an orca with most of the learnings skills at 5, and +5 implants. Ability to already use the mindlink would actually save you a lot of time in the long run.
Cybernetics 5 which is required to use Mining Foremen Mindlink is 15-20 days alone from cybernetics 4.
The training time to raise the Industrial Command Ship and Mining Director skills to 5 would be significantly lower as well. So don't discount the character because of a minimal initial investment to get the initial thing you want. Unless you don't intend on training the character for a perfect Orca pilot and are throwing away your isk just so you can say you have an Orca pilot. Just my 2c

I agree to sell tank335 to Paul74 for 5.5 bil isk. Char is in npc corp ready to be transferred, and has postive wallet. Once isk is received i will transfer to account named by Paul74.
