When you have drones out and you cloak and decloak then the drones will not take any command anymore.
I understand that they take no command when you are cloaked but when you decloak I see no reason why they should not again accept commands. The drone window is kept open thats the good thing.

thats probably because when you cloak the drones deactivate. You need to scoop them and then redeploy

It is the same as warping away, the drones have lost contact with you and need to re-establish a link by scooping them up.

Hmm, a minmatar guy sporting my name ?
Am I right in assuming you got the wrong character with that name ? Try doing a pic switch with something that actually could be of nobility 
I'd accept it if you'd call yourself splinter tho. Seems more likely to be minmatar. Or maybe that mechanics guy (cant remember the name atm). That russian admiral should be amarr tho, no doubt about that.
Anyway, cloaking seems to count as warping out as far as drones are concerned.
