this thread is kinda going nowhere. We know what you want in a broad sense, a character with high faction standings. Ok, but what else and what for?
Are you anchoring a high sec POS (I'm presuming anyhow). Do you need higher or lower SP characters? What's your budget for this character? What will not work for you? Do you need transport/freighter ability, anchoring I or V? Starbase Defense Management?
You mentioned the ability to run Level 4's. Any particular race of ships? Mission area (I presume one to match the character you acquire standings for)? Any particular types of ships? Mauraders, CNR, purger Drake, NH, Domi, Ishtar, etc?
Just trying to help narrow your search down a bit

Thanks for making me come to my senses Krypt31. I am basically looking for the char to have high faction standings and the ability to run level 4's. The lower the sp the better for me. I just assumed that if someone was selling say a char with high standing with Gallente fed, that it would also have the ability to run lvl4's for say the Fed Navy.
