This could be fun, especially with tactics like: Firing it at friendly ships to scatter any smaller ships tackling them. Maybe the bomb should come in different strengths ranging from the one that can knock about capitals to the one that can barely nudge a cruiser.

It would have to count as an aggressive act. Unlike bumping, it is always going to be perfectly clear who aggressive here: The person who fired the bomb. With bumping, you can have situations with the stationary person when the bump happens being the aggressor.
Also, these might be treated like other bombs and be 0.0 only. Though I would like to see it in low and high sec wars (with all the penalties for aggression like any other weapon when it hits a bystander).

Probably not, unless Concord is after it. Why would it decloak ?

I thought we are talking about a new bomb for the current stealth bombers to fit tin their bomb launchers. Not a new ship.

Maybe have it scatter missiles and other bombs as well so it can be used as a defensive or offensive weapon ?
The bombs would have a new trajectory, missiles will be able to correct themselves and still hit their target, unless the target is near the missiles maximum range and its flight time expires before it hits.
And the strongest one should still be powerful enough so that a stream of them can prevent supercaps aligning for warp.
