i am still in the beginning of eve, doing lvl 2 missions, and i would like to see a fitting that are avalable for beginners and still able to complete lvl3 missions, got 10.000.000 isk left for a ship and for the fitting. and i'd like it to be something which shoots from a distance at 18 km or more

id advise sticking with lev 2's until u can fly/fit a battlecruiser. a cruiser can do lev 3's, but it will be difficult and slow if u have low skillpoints. u are minmatar, i suggest the hurricane

go over to www.battleclinic.com and check voor the passivecane (passive shield tanker) it can take a lot a beating with good skills, lvl 3 missions are not difficult to do |

There's nothing I can think of within that budget that can do a level 3 kill mission with his skills.

You'll have to spend at least 30m-40m on a Battlecruiser (Ship+Fittings) to do a L3 mission with low SP. Stick with L2s for awhile longer, move to higher quality agents for better isk.

Skills will be a problem, yes. I was running Level 3's in a destroyer, but 1. I chose combat missions carefully, and 2. warping-out and fitting a hull repairer to repair damage umpteen times became a drag.
That micky, plus you have to devote yourself to the destroyer skillpath (that some players avoid altogether).

Level 2/3 missions are achievable in a Caracal.
Caracal, heavy missile launchers, afterburner, target painter, shield booster, ballistic controls, overdrive injector. That's your fitout, which you can achieve with minimal skills, and will grow with you until you can fly a Drake. The skills you train for missiles will later take you into a Raven.
You can probably achieve something similar with a Vexor, focussing on drones and hybrid weapons - a skillset that will take you into a Myrmidon and later a Dominix. In a Vexor, you can aggro the NPCs by using a target painter (range of 60-100km), then setting your drones on them once you have full-room aggro. Medium railguns on the vexor can help with some DPS once you have the required range.
My strategy with the caracal in level 3 missions was using superior speed and range to avoid taking damage by simply staying out of range of the enemies' weapons. In level 3 missions, you'll find 40km is usually enough to stay out of harm's way.
The hard part in some missions is getting that range at the start of the encounter. The second hardest part is learning when to run away. The third hardest part is remembering to "kite" the NPCs away from the warp in point.

Good luck building a hurricane for less than 10m isk...
OP: you are not going to do lv3 missions in a 10m ship, you need at least a t2 fit cruiser(with really good skills) or a battlecruiser(with mediocre skills) to do lv 3 missions.
