Like ya it says it gives extra attacks on multi atatck systems. Well then whats a multi attack system?

it is an old skill and an old skill description from very early on in eve (beta 6 or 7 from memory).
The skill has no use.

So how come its reappeared on the market? I know its not available, but it wasn't on the market previously. Just curious, and entirely possible its there by accident.

Well, back in beta it allowed a weapon to attack additional targets, which is kinda nice :) So every round of fire the weapon would attack two targets, not just one.
