Well all the other types get 2 frigs per race and if you look on eve-db yu'll see they show each race as having 2 CO ships yet the game so far has only included one per race, does anybody no if the other 4 will ever be included? (paticularly cuas ethey includ esome of the best ones, the caldari one got 6 medium slots and a 60km top targeting range which is = to a BB though it got no low slots :p)

Afaik the covert ops frigates were split in to two groups. The Covert ops that is supposed to be used as scouting frigate with the ability to cloak effectively and use long range scanners. The black ops frigate which will be a more off a ew platform. I had never heard of this until a month ago and think the devs are just trying to define the role for black ops frigs properly.

Well, not too long ago, black ops warped in 18 AU/sec I think, and their defined role were scanners. Covert has been cloaking for some time, too.
