Seems to me that all they need to do is alternate the times every month, have one month be at such and such a time, then next month the normal time. This method would be better than changing it every day or every week by allowing corporations who are affected by these downtimes to plan in advance.

Downtime will never be outside of normal european working hours.
The servers are kept in London afaik. If there was some problem that required some work (like if a hotfix went out) it's much quicker to sort out if all the devs are in work at that time anyway.
Plus if they need to get some IBM guy (or whoever provides server support) out, it's possible to get during 9-5 hours, but you try getting one outside those hours at a price that's not astronomical!
Sorry to say, but it's always gonna cut into someone's prime evening game playing time. But that someone won't be Europeans or Americans I'm afraid.

The server downtime falls right at the start of lunch at CCP. It was deemed to be the most productive time to take the server down. Most of the work that occurs at CCP does take place while the servers are running, so it was thought that taking the servers down during lunch would be best.
I can look into shifting the DT to a bit later and try to hit somewhere around the international time line, but I can't promise anything.

Looking at eve-i and the average server load the quietest time seems to be around 2hrs before d/t. This may be because d/t's just around the corner tho. If you follow the curve of players playing i think if d/t ever got moved it would be shuffled forwards a few hrs as that is the quietest time.
Either way after d/t it seems to pick up faily rapidly so moving d/t back a few hrs would impact more players.

Kieron, I live in Australia, Sydney to be precise, and I must admit that the downtime 9:00pm - 10:00pm (AEST) really does hurt.
However, moving it a bit later would hurt as well. In my opinion at least, the sooner it is over with the better. The way it is at least allows us to stay up all night uninterrupted . Daylight saving time will be with us soon enough and will shift the downtime to 10:00pm - 11:00pm (AEDT). If, for example, you were to move the time an hour later, I could hardly see myself waiting from 11:00pm - 12:00pm to log back in. Then again, I could.
I know you mentioned it was only a possibility however I think no matter when you shifted it to it would still be a pain. If it is going to make CCP less productive by moving it then keep it where it is.
I will leave the other Aussies to continue the debate.
