Does a new CEO need the skills corporation management and ethnic relations to maintain the corp or no? -------------------------------- To borrow a phrase:

Corporation management, yes, to be a CEO you need to have that trained to at least one. Everything else is optional. You can have someone with high corp skills take over and then assign you the head role if you wish. I've assigned CEO to altsbefore when I've had to leave the corp for things.

My bad I left out too much info. The situation is this:
I have a character that is a CEO of a corp. Id like to biomass the character but keep the corp. Do I need to train the corp managment and ethnic relations skills for the new character to take over the corp and keep everything as it is or can I just stick the new character in the CEO spot without having to train the skills. -------------------------------- To borrow a phrase:

You can stick the new character in as CEO but you will be stuck with whatever limits the previous CEO had. Meaning, if you reach your corp member limit then you will need to train skills and apply them before you can do so.
Hope that helps.

Just don't apply the new CEO's skills to the corp until fully trained up. Also don't take down a pos if you have one and the new CEO doesn't have the the required standings with the local faction (High-sec). You will have to train up the new CEO anyway you just don't want to be playing catch up as your corp grows. I was recently made CEO of my corp with very low level skills sets in this area and as we are recruitng I need to get my skills up to run it effectively.

I was CEO and left, when I had to assign other CEO, only members with Corporation Management skill trained were shown on the choose-list.
So I guess he needs Corporation Management level 1 (some minutes to train). Also remember that he wont be able to recruit more members than his skills allow to... if this is a 200 member corporation it can be a pain lol.

This. The corp will use the limits set by the previous CEO's skills until the new CEO hits the "update with my skills" button in the corp details screen. The new CEO will only need corp management 1. Note that you can have someone with crazy corp management skills (1000s of members and ethnic relations IV or V) update the corp with his skills. As long as subsequent CEOs never update with their skills, the corp will keep the crazy limits.

That's only true if he updates the corp with his skills.
In short, don't touch the button
