I'm thinking about fitting out an Arbitrator (do Amarr have any other cruisers worth considering?) for low sec PVP. It'd need to survive gate guns at least for some period of time, so I was thinking about a 1600mm plate fit. I have a decent idea of what to fit for mids(tackling/mwd/cap booster), but I'm having a bit of trouble deciding on what exactly to put in the highs/lows. Specifically, I can't seem to find a happy medium between fitting the plate and then a nice combination of nos/neuts/remote reppers (for drones).
So, any ideas for a low sec Arbi fitting?

I have luck with devoters in low sec. I'd advise against using a drone ship under gate fire.

Omen is decent too imo.
For an Arby: DPS Drones 1600mm plate, DC, 2 EANM in the lows MWD, point, tracking disrupter in the mids. Last mid slot and High slots are situational.

Hm, that is a problem. Didn't occur to me that gate guns and drones might not mix, haha. Perhaps I will look into an Omen as well, and see if I can find any fit that works.

Omen was just barley OK back when you could nano it. It has no grid worth mentioning; fitting the guns + MWD on it is a trick in and of itself. For gang DPS support its not terrible for new pilots, but there is no way your going to solo in it, let alone tank gate guns.
Maller has the exact opposite problem. It has no DPS worth mentioning, and grid problems if you want a tank + medium pulse lasers.
Arbitrator is quite a fine ship, with dozens of viable fits. Its the number 1 ship for Amarr T1 cruiser PVP. Just don't criminally flag yourself on gates and your set. Plenty of people are out there who would be all too happy to shoot a "weak" t1 cruiser on a gate. Without gate guns in the mix, its tank is quite fine and the drones wont get ganked, so belt piracy is good to go.
If you want T1 medium lasers, theres the Harbinger. Its skill requirements are just about the same as T1 cruisers, but it actually has just enough tank to handle gate guns + GTFO. It can also fit guns without crippling the rest of the ship, which is a nice change of pace from every other amarr cruiser.

Hm, so I'm thinking perhaps a cruiser in general is not the best choice for low sec gate combat. Is it fair to say that a BC is the smallest ship of choice for gate combat?
I'm still probably going to go for an arbitrator, since my skills are better used there than on a BC/BS, but I guess I will have to avoid aggressing around the gates, haha.

T2 cruisers are fine, but for T1, you should start out with battlecruisers. The prophecy has a nice resistance bonus if your tanking skills need time to grow.
