Well I am Amarr. The story around Eve is developed with Amarr as the major ras.
There isn't a nicer station as Osiris in our capital city Amarr who has a statue infront of it. Made it my destop tbh. As capital city is should have the importance as Yulai, Lumnair, Pator, or New caldari. So what I like to know:
Why are there only 3 stations in the capital city?
Why are there no research labs?
Why is there no factory in the only station having a refinery?
Why is there no refinery in the only staion having a factory?
For this reason you have to fly you minerals to the next station after refinery.So here is my petition.
Find the Dev responsibe and kick him around.
Replace the refinery or factory so there together. Maybe if your not crumpy you could be so kind and add a research lab, that would be cool. But if you feel brilliant you might even consider adding a few stations so Amarr can truely become the capital city of Eve but not before secretly mailing me so I can get me a few offices:)
Everybody feeling the same place sign up.

Its a solar system, not a city.
There's probably an in-game reason for this, though. Amarr probably arent big on stations? Everything must be planetside.

Station services are dependant on the corporation that owns it afaik, so you would have to change corporation ownership in order to get other services. Even New Caldari only has one station with factorys doesnt matter a great deal as surrounding systems Niyabinien, Jita etc have plenty.
Infact, its probably better not to have too many factory/refinery stations on highway systems as you'll have less people idleing, making the system that less laggy.
