Lol, nonsense (the CA or ATUK killing an illegal that is).
Curse has like 20 systems with stations, add the GW area and you've got like 30 systems. Add instajumps to your portfolio and neither ATUK nor Curse will ever get you if you know what you're doing. Just avoid hlw, eo2 and the other more travelled systems if you can.
Oh, and ATUK are pretty nice guys actually, they might leave you alone of you can get them on your good side, seeing as they don't actually claim Curse.

High end ores are most often found in 'dead-end' or leading to a 'dead-end' system. They are unlikeyly to be closer than 10 jumps from a refinary or 5 jumps from a fitting station. They will be at least 15-20 jumps from empire. They will not be found on main routes of travel. Having said that, in Cache (e.g. B-T6BT) you will find Arknor 3 jumps from a refinary - hmmn some people just have it way to easy. But you'll have to capture their stations to make use of it.
Study the map with this info in mind, its pretty easy to predict where the high ores will be.
