Rather than nerfing ECM boost the current ECCM modules available namely:
1. Remote ECCM Projector: Increase its optimal range from 20km optimal to 50km optimal, allowing it boost the Signal Strength of ships at medium to long range.
OR
Allow the use of Signal Distortion Amps to boost its Range, and give BBs and Recons Bonuses to projected ECCM.
2. Multi-Spectrum Sensors (Mid Slots) - Remove all Race specific sensors, and use only Omni ECCM with a 80% (T1) Strength. Reduce Cap power cost to 12 per cycle.
3. Sensor Backup Arrays (low slots) : Remove all race specific and replace with Omni variants. Increase bonus to 50%, with the usual stacking penalties.
4. Target Painters: Boost range from the lousy 25km to atleast 75km. This will actually make ships like the Bellicose useful and provide additional counters to long range EW ships.
People who keep complaining about how aweful ECM is have never actually bothered using Projected ECCM. It is a VERY effective counter, but the only problem is range. I can run 6 cap stable Projected ECCMs from a drake continuously and with only 2 T1 ECCM Projectors I can boost the signal strength of a BS to that of a CARRIER.

I dont see why just because there is a % based chance of jamming that ECM should be nerfed to hell. ECCM does WORK. The Problem is people dont want to invest in the slot or dont want to act as support using remote ECCM projectors.
ECM adds a layer of complexity to combat which otherwise would turn into more of GANK FEST than it is now.
Yes ECCM is somewhat on the poor side, and my suggestions to boost ECCM means that there is a level playing field.
MORE COUNTERS not less options.

Why bother with new ships? As I said in my OP, the easier way is to provide ECCM bonuses to the Blackbird, Scorp, Rook and Falcon. Bring Remote ECCM projectors in line with ECM projectors, and allow the same level of bonuses to apply.

Essentially making ECM use the method for Warp scramblers, which btw would REALLY **** people off. Atleast right now there is a some chance of the ECM cycle failing, especially if the targetted ship has enough sensor strenght. What your proposing is if I have a Sensor Strenght of 20, and you have enough ECM to put 21 points worth on me. I am out for GOOD. I.E Permanently locked down.
On a separate note, I really dont see why everyone is so desperate to turn ECM into a lame duck given that as a EW pilot that has flown as ECCM support, you can quite effectively and cheaply offset ECM with a bit of organization and planning.
Attempts to dumb down Non-DPS based offensive measures only results in a WOW-like game. One of the most useful EW modules would be the Laser Target Painter, if it was not already Pre-nerfed up the Wazoo. (see OP), a properly used and effective Laser Target Painter would allow a sniper BS to quickly lock onto and blast a Falcon to bits,for example.

Yes, but the bonuses to range from EW skills - Frequency modulation, signal distortion etc can apply just as well to ECCM. You really dont need a whole new class of ships for that. Logistics ships arent offensive units to begin with, and they essentially are grouped into cap, shield and armor repair, with a more or less overlapping skill set. ECM requires specialized skills for operation, more so than any Non-Caldari EW equivalent, it would then make sense just to provide the same base skills to boost ECCM since who better than to counter ECM than Caldari?

OK admittedly CRAZY Idea:
Instead of having ECM work on a ship's ability to lock on to its target, why not make ECM work on a specific GROUP of weapons / mods instead?
You can have the following ECM modules:
1. Lasers 2. Hybrids 3. Cannons 4. Missiles.
When EW begins jamming a ship, the jam affects each weapon mod separately, determined by its own sensor resolution i.e Bigger Weapon = harder to Jam. So in theory some weapons may still be able to fire while other are jammed.
only problem is more calculations = more lag. *shruG8 I dont know.
