It took me a while to get the hang of it, but now i think it's great. Here's how I am using it:
1. Go to a "university" station that sells skill books.
2. Go to the "Professions" group in the certificates list. (at the bottom)
3. Pick what you want to be and just work your way up the tree buying books as needed.
I picked "Amarr Soldier." One of the required certificates is "Core Competency." The "Core Competency" has 5 other required certificates (tracking, maneuvering, weapons, etc). I have been working my way through each of these. This makes it really easy to find the skills you need to fly better.

*warning* - some of the certificates are a little bit wonkey, you may find yourself training sklls you dont need in the long run!
if in doubt, look at a module you want to use and see what the pre-requisits are... you will probably find then Electronics V and engineering V feature a lot!

Some examples of skills that you can safely igore but are featured in low level certificates
- Combat Drone Operation L5 (get Drone Interfacing L5 instead)
- Targetting L5 and Multitasking (Targetting L4 is plenty)
- There are others...
That said, I use the certificates as well

Very important. I've been playing for 5 years and haven't trained Targeting V. I don't know why any but a few would bother with it. And it's a Rank 1 skill. That should tell you something.
