These are NOT bribes/payments, because CCP has no obligation to provide Chribba with any services besides those outlined in the terms of service and/or EULA. Chribba is merely ASKING for CCP to let him have his veldfleet in his home system in Amarr. He is not demanding anything from CCP. He is merely making a request. A request in it of itself is harmless. There is no harm in asking. If it's wrong for CCP to move the veldtar to Amarr, then CCP can deny him his request.

If the Veldnaught (or any hisec capital) is used in combat it gets booted to lowsec by the GMs, since no one else is allowed to have a capital in hisec it's considered unfair. It's only there because it's famous, and Chribba runs several sites that most of the playerbase uses and CCP doesn't want to ** him off. Basically, the only way someone could kill it is if a massive suicide gang managed to catch it. BECAUSE OF FALCON!**

Also, I haven't seen anything that would be special treatment, just a policy applied consistently to all players of which Chribba appears to be a member of. I imagine CCP would have to agree to do the same for anyone else should they agree to the request. Keep in mind that once upon a time unique ships were given out for some events and returned etc. Things like this have been happening for a while, it's only fairly recent Eve history where CCP has taken a back seat from creating storyline events, precisely due to allegations of special treatment, which are impossible to disprove.
