Ehm, that's a bit hard to answer...
But kinda... Consider the 'west'(where the stations are) and 'south' part of Catch SA space. Consider the part 'east south-east' Xetic. Consider the road between hed-gp and u-qvwd a warzone and one of the most dangerous areas of the universe to be in.
In other words, Catch is a contested region, and thus is open to all?
As with Pure Blind in the north, it would make sense for alliances *not* to make claims in regions they cannot possibly hope to control.
Of course SA will now say 'their' part of Catch is closed, but how is the wider world supposed to know where and when these 'political' boundaries exist?
Keep Catch free for all, and it'll make your alliance safer, Dalman.
Well, the region is very interesting.
To start, the route between hed-gp and u-q is kinda the only entrance to Xetic space, the main entrance to CA space, and the major entrance to SA space. At the same time, this part of the region holds 'useless' or and weak NPCs, and due to all the traffic it's 'impossible' to make money there anyway. Hence this part has no economic value, only strategic value as entrance point, and is impossible to hold but at the same time very important to control as much of the time as possible.
The southeast part down towards Xetic space really neither have any economic value, as all the 3 alliances can mine/NPC closer to stations, but at the same time it's important to Xetic to have as little neutrals as possible there to make it easier for them to spot who's about to enter their space.
The most southern part of Catch on the other hand has an economic value to SA. There are some decent ore which can be shipped to NPC stations, and the corps in the north of stain has some 40+ jumps to do to find better ore down in the south around player owned stations, though no large mining ops can be done due to being so close to CA space.
Then onto the west of Catch, where there are 3 player owned stations. The main entrance to stain through u-q is always either controlled or scouted, so ppl are informed if enemies come attacking that way. However, another entrance was made by CCP from CFS space to the west Catch. And as CFS space is very unstable and open, SA hence need to have info on who's passing through to avoid sudden unexpected attacks, so there has to be SA in that area. And to see who's comming to attack SA that way whould be a nightmare if the area was declared 'free for all'. And with the 3 POS and decent ore, the area also got an economic value. So it's then very logical for some SA to base their operations there and control who's passing through... So the easiest for us to do is claim the area south of u-qvwd and east of the gate to CFS as 'SA space'. As you understand, the importance of this area changed ALOT when CCP added the jumpgate to CFS space and the 3 POS.
The situation as it is now is the most logical.
And I'd strongly recommend neutrals to stay out of all of Catch as it's a very unsecure region.

Since SA recently acquired the stations in Period Basis, does include SA space? I would hope not since this has been the home of DSMA for as long as i can remember.

There was a joint statement not long ago from SA, xetic and FA (maybe others) that catch is currently a warzone and casualties there who arnt CA are to be expected.

As has been stated in several threads, and you should have been informed by your superiors if you live there, that is not considered SA space. SA holds the stations with tax set to zero by request of the other parties while FA/CFS/DSMA etc try to come up with a diplomatic solution for the stations.
