I've gone into EVEMON and put in the skills that I think I'll be picking up over the next ~250 days.
I'd like to determine the optimal attributes to reduce that time as much as possible over the next 250 days.
Is there a tool that will allow me to do that?
I've tried fiddling with the implant calculator in evemon but there appears to be DR on the implants and therefore I don't think that manipulating these values would be a good way of determining optimal attribute distribution.
So... basically, my question is, how do I figure out, from 250 days of planned skills, what my optimal attributes are?

Hi there.
Go get the latest version of evemon (the compiled binaries). It has an 'optimize attributes' feature for just this sort of thing.

You have to download the recent developer builds to get it. If you go to the Evemon site, look at the box with the three download links and grab the third link in the list. Download and unzip, then launch the Evemon.exe file inside of the new folder. It will ask you to back up your settings, so you don't have to worry about anything getting messed up.
Now you can go to your skill plan, and "Optimize Attributes" will be in the top menu next to the implant calculator.
