I was never around at the very beginning.
But I could easily imagine the conversation if Caldari were an afterthought.
Guy 1: "Ok, we need one more race and there's little time left"
Guy 2: "Well we've still got some stock models that were never used, general opinion was they were pretty ugly so they never originally made it to the final build ...we could just give them those ones."
Guy 1: "Ok sure, but time is not on our side, just give them some generic grey colour scheme, nothing fancy, and they'll still need weapons! Amarr have their lasers variants, Minmatar have their cannon variants, Gallente have got blasters and rails and they all use missiles on some ships."
Guy 2: "I know!, Let's give them Gallentes weapons, then we'll give them roots with the gallente to make it work out fluff wise."
Guy 1: "Nah, I still don't think that'll slide on its own, Gallente weapons suck because their DPS is in the drones"
Guy 2: "Ok what about if we throw some ships in that use lots of missile launchers too, there aren't many ships at all which focus on all missile launchers."
Guy 1: "Sure why not, missiles are pretty effective against everything, but we can't make every single ship full of launchers, they're still gonna have gallente weapon based ships that'll suck and noone will use them."
Guy 2: "Then we'll give a better form of ewar too so ummm, what do Gallente use again? Sensor dampeners isn't it?"
Guy 1: "Pretty much yeah"
Guy 2: "Ok then, we'll make a new kind of module like that for Caldari but reduces the enemies optimal range to zero"
Guy 1: "You mean pretty much jam them from locking?"
Guy 2: "Hey that's right, we're making progress here"

and the they came along and decided to nerf the missles
and then they got the bright idea to nerf te ECM

This appears to be a classic case of the "Chicken or Egg"-Problem. Which was first, the backstory or the code-freeze [a point in time prior to the release-date after which no more feature additions are allowed]?

at the start of eve, at least when we got to the stage of BS, it was the norm to fit tachs onto scorpians. they rocked hard back then. blackbirds turned like frigs 
the old curse alliance "raven cavalry" fleets .. ravens that fired volleys (yes, plural) as they charged passed you at OMGWTF speeds may have had an effect on them getting nerfed. that and their unintensive skill training on their weapon systems before things like ew skills and training missile support skills.
true, cadari have suferd a lot of nerfs, probly more than most other races. i remeber the first being when they had more mass added to their ships to try to balance them.
amarr were a joke for years, BOOST AMARR !!

Missiles today are far more effective than in 2003 when they used to blow each other up.

In the beginning everyone was caldari then came the roleplayers and there were some diversity.

I still wake up sometimes from horrible nightmares where I was surrounded by kestrels, each one firing volley after volley of missiles bigger than their own ships that all struck unerringly against any target for full damage.
