I decided to give a shot to the raven torp ratting , fitted nicely to get a descent range on my torps (32km) and now i realise they only hit when i'm at less than 27Km from the BS. 8.40 Sec of flight time * 3821.77419826 m/sec of max velocy = 32.1 km I understand that torps dont reach max velocity instantly but damn , i lose 5 km on what i should get , this is kinda annoying .

It all has to do with that weird "torpedoes have to accelerate before reaching max speed" thing.
My advice would be to just go RAAWWWRRR!! and charge right up into your opponents face, that will make sure you reach them. |

They need to accelerate and your targets movement also 'reduces' the range.

Best to fly these setups the way blasterboats are flown, up-close and personal. Trying to keep any sort of range is fruitless.

you can fit some bay acc/rocketfuel rigs, flight time imp, so the torps reach 45+km. for the "sniper" targets use javelin torps 65+hm.
or as posted before the more "personal" setup, rush in and right in the face. but speed and caldari not optimal.

Asides from acceleration there's a couple of other things that can affect this:
1) Obviously, the range of the torpedo is measured from where you fired it. If you're approaching the target and they're moving away from you at the same speed (e.g. 250m/s), then you'll both stay at a consistent range but by the time the torpedo has travelled the 8 seconds from where you fired it, the enemy is now 2km further away.
In other words, just because the enemy is "in range" when you fire the missile, and you keep your ship in range throughout the missile's flight, does not mean the ship will still be in range when the missile gets to it.
2) The range is obviously the straight-line distance. If the target has any kind of transversal velocity going on (relative to the missile) then the missile will keep correcting its direction and travel in a curved course to the target.
In other words, even if you're stationary and being orbited at 30km by an enemy, it doesn't mean the missile will need to travel 30km to reach the enemy, its path will be longer due to curvature.
(Also, I don't know whether cornering causes the missile to lose some speed and thus range - I expect not, though it wouldn't be "unrealistic" (such as that term applies to online spaceships) for this to be the case.)
