I am sure petition response times will differ between the various petition categories.
Though I have no clue how they deal with petitions really.

Be it reimbursement or FW-mechanics issues I've never had any exceed a week.
And stuck + haressment petitions within minutes.

Think of a number, double it, take 5 away, add 6, dvidie it by two, add the number of letters in your name, multiply by 3 and be thankful that CCP answer petitions so politely and helpfully in my experience.

Imagine you're standing on a beach on an island in the sand and enjoying the crash of the rolling waves, you take a glance from one side to the other and notice the beach shore disapears into the horizon both ways.

I spent about 5 mins waiting for a stuck petition (I was trapped in W-space, no exits, to be answered) but the response was basically 'you're ****ed man' and I lost a 40 mil ship.... so, long story short, depends.
