The Energy Grid Upgrades skill is supposed to reduce the CPU costs of mods that help your energy grid, to the tune of 5% per level of skill.
Micro Auxiliary Power Core upgrades the grid of your ship by 10, and costs 15 CPU unfitted, sitting in my hangar.
So when I fit it, why does it still take 15 CPU to run? Why does my Energy Grid Upgrades skill bonus not apply to it?

all skill bonuses only apply to fitted items

Pay attention. When the item is fitted on my ship, the skill bonus still does not apply to it. That is the basis of the question.

The skill should lower the CPU reqs of the module but it doesn't. I expect this is because as opposed to all other Energy Grid related modules (Reactor Control, Power Diagnostic, etc), the Micro Power Cores pre-requisite skill is Energy Management 4, not Energy Grid Upgrades.
Why a skill that enhances your cap is needed to use a module designed to enhance your powergrid is necessary is anybody's guess, but possibly making an Energy Grid Upgrade module require the Energy Grid Upgrade skill to fit might have been too obvious  But even though it enhances the powergrid, because it doesn't fall under the Energy Grid Upgrades skill, it doesn't benefit from the CPU bonus.
