The money could be automatically deducted but that hurts people who actually want to play criminals. They don't want to pay the bill and this method would force them to. Threatening a criminal with a sec hit if they don't pay the bill isn't going to bother them either.
One solution is after a certain amount of damage and an unpaid bill, that player simply can not use that gate. That would allow players not to pay if they don't want to but after a while the gate becomes unuasable to them until they do. And maybe any more damage past that point could be double the fine.
Another solution would just be to put guns on the gates, or missile launchers.

They changed the patch notes AFTER I made this now outdated post
So HMV consider Andy Williams and Dean Martin to be "easy listening" do they? Tell that to my mate Dave, he's been deaf for 20 years.
