system 1.0-0.9 whear there are no rats and empty ore from oldbees using hulks on the weekend. I say band the use of stip miners in systems 1.0-0.9. So when a new wants to learn how to mine he does not come in help and sayy why is there no ore.?

Simple answer. No.
Long answer... look up Whitehound's thread re: something about Lazy Hulk miners. And have fun... it's amusing at best.
Also - note that 1.0 - 0.9 is all veldspar. Veldspar is the greatest source of trit. Trit is the baseline mineral required for ALL ship and module construction - the bottleneck on a lot of production is on how much trit an alliance or industrialist can gather. If we leave trit gathering to the newbs, what will this do to the EVE economy? Nothing good.

I don't really think it would affect the prices that much. Yes the price for Trit might go up slightly but it would level out pretty close to what we have now. The only bad thing about banning Hulks or strip miners is that you can get Tier 3 BS's setup to a point that they are nearly as destructive to belts as a hulk. I know that my Hyperion miner setup can bring in almost as much as a single hulk without fleet bonuses. ------------------------------------

Simple solution.
Only allow new players (1 month old or less) to mine in the new player starter systems (3 systems in each of the 4 main factions)
Those 12 systems would not affect the market price and would give the new players a place to learn and experiment with mining.

It wasn't long ago I was a newb mining in a frigate. I had no shortage of rocks to mine -- my limit was the pathetic yield of a miner II.
Here's a tip for newbies who don't have mining barges and strip miners. Target velds that are 9K or less. Barges don't want those -- they're less than a cycle's worth and not worth the wasted time (except, of course, for bots but that's a different matter entirely).
Why do I end up suspecting that a large proportion of the thread starters here who so loudly proclaim their desire to defend newbs against the dreaded greed of the hulks are, if truth were known, pirates trying to lure defenseless mining barges out of high-sec so they can rack up cheap, easy kills?
A newb who needs money can make a lot more by ratting and salvaging than by frigate mining.

While i think that exhumer/ barge pilots who frequent starter systems for the purpose of mining should be publicly shamed in some fashion, I cannot agree with this idea. As soon as i had made enough isk in my starter system to buy/equip a bantam and a merlin i went to a nearby 0.8 system and enjoyed many happy hours of uninterrupted (and uncontested) mining and ratting.
The following statement is meant to be constructive, so please do not take offense when I say that there is no case to restrict the options of other players just because a player is equally lazy and refuses to exercise the options available to them.
