Could be people turned em all down 
Given the only one to apparently surface is the 75mm small hybrid, its probably a fair guess that the first release consisted of the shortest range small weapons which aren't that popular probably, so possibly people turned some of them down in the hopes of getting a better small, medium or large bpo.
Either that or they require level 5 of something most people don't have so are training the skill up and not advertising the bpo till they can produce the item.
Or maybe a combination of many things, but from the looks of it even though the list of possible bpos on the agent pages lists small, medium and large variants, I'd say they'll be phased in with small first etc.

I received the BP from my mechanical engineering research agent for the Tech II 75mm Gatling Railgun. Sales have been going good so far, with some bulk purchases along with individual pilot purchases. In particular frigate and inty pilots have fitted these guns for close combat. Contact me ingame if you are interested!
There are also Tech II Light Electron Blasters out. A friend of mine manufactures them.

I'm not that much of a manufacture, but as I only fly Min ships I'd like to be able to produce my own equipment, a battleship is expensive enough to lose without having to worry about replacing those costly guns 
Used to play UO for almost 6 years, and between my various characters I could make pretty much anything available in the game. Not gonna happen here alas but being able to replace some of the more expensive stuff yourself would be a nice bonus.

I very much doubt it, at least to begin with. The requirements for fitting one of these beasts is IMMENSE. It will take about 4 months of continuous training just to be able to fire one. We calculated you'd need to have a dedicated 8 mil skill points to fit a 1400mm.
That's not subtle!

Me, I'v got sharpshooter 5, small projectiles 5, so I still need medium and large projectiles to 5 plus specialist small and medium. Probably a couple of months all told though I have perception and willpower as my best stats (20 and 19 respectively).

OFC not so IF I get the print Your Heavy Neutron Blaster II perfectly strikes Serpentis Chief Sentinel, wrecking for 660.4 damage.
