As a minnie pilot, I have made it a point to garner all the knowledge possible regarding the meaning of falloff, optimal, tracking, etc. Knowledge, however, is far different from application.
What I'm looking for is a "keep it simple stupid" way to figure out the best orbit distance / battle tactic for a gun boat given x falloff, x optimal, x tracking speed, and x transversal. Is it generally better to maintain 25% of your falloff, or less? Perhaps more, especially when dealing with a BS situation and your opponent is using torps. Obviously, there are a lot of variables to consider, but I'm sure someone has come up with a formula that works for them. Care to share?

If target cant really hit you well even if you're webbed and has a huge signature, go into optimal.
If target is fast as hell and has flimsy tank, go as far into falloff as possible.
If target has lower range than you have, stay just outside his range.
Generally stay at like 50% falloff if you dont wanna lose most of your dps.

Generally, at optimal + (0.5*falloff) you are still doing like 95% dps. I try to stay in 0.5 to 0.75 of falloff, damage drops off sharply after that. As for transversal, forget about it and use "angular velocity" column, since it's the actual number used in the hit formula.

EFT has a function that allows you to plot a graph of dps against range for fittings you have created, shooting at one of your other fittings, taking into account transversal too. I'm not sure exactly how accurate it is, but its certainly along the lines of what you're looking for.
Heres a thread where you can find EFT - if you dont have it, I'd strongly recommend it, its superb.

The point about fighting in falloff is that it gives you flexibility. You can either get in close and try and operate under your opponents guns or, if they have close range guns with good tracking, move out and chip away at them from the safety of range. That's why Minmatar ships are fast. It means we can dictate the terms of an engagement.
