Can you come back later and reactivate your old account or do you have to start from scratch?

CCP guarantees that they will forever keep all accounts at least 6 months.
It's soon 6 years since EVE started officially and not one single account has ever been deleted.
You can come back at any time, and once in a while you'll even get email offers to come back for 5-10-14 days FREE.

Your character will be here when you resubscribe. Just bear in mind you will stop training whatever skill you were on if you unsub. It used to be that you could unsub and the game would still complete whatever skill you were on, but CCP wasn't keen on people training a really long skill, unsubbing, and coming back when the skill was done.

You still get 3 days of training.
Whatever you have training stops 3 days after your sub expires nowadays.

I took a break for 4 years, then came back and started a new account. a while after that I wanted to check in on my 'old' char and had no trouble reactivating the account and getting all the characters back.
So your account should be pretty safe if you take a break.
