So what gives? Now when I warp to belts, after warp I can't just lock a rat. Same goes for once I uncloak from a gate jump... takes 4 or 5 times to lock.
Anyone experiencing the same thing?

In case you missed it, the rats now warp into belt when you show up. You are experiencing the delay because they are just coming out of warp.

Yes, I get this same thing but only with other players in Jita.

It's desync. There has been alot of that lately, although it has been partly fixed.

WRONG.
The rats are coming out of warp which means you are unable to lock them until they finish their warp.

You cannot lock anything if either you or the target is in warp.
In fact, now we simply see things sooner than before, while we/they are still in warp instead of only once we're out or warp, like pre-Apocrypha. Part of the new warp mechanism/animation etc...
Yes, seems like desync/lag to many, but just give it a thought, it actually make sense to slow down before stopping...
It's like, now you know what's there BEFORE the commitee can actually lock you down and pod you. Ain't this cool or what?
