not too sure what your wanting it for but i use 2 250mm artillery in high a rocket launcher, a mwd in med and ecm burst and scrambler, and in low i run armour repairer and required powergrid mods to fit the rest.

A vigil is really good at locking somone down. Meaning your only there to keep somone from running and the damage you do is only a very small consideration I use lows: 3 relays (substiute a nano fiber if you would like for one relay depending on your cap skills) Mids: mwd, 2 warp scramblers (you can use a web though most bs's tend to have stabs on now a-days) High: small Smart bomb, and a rocket launcher (with defenders and other rockets)
The high slot mods are there simply to keep you from becoming missile bait if you do get webbed. As for solo pvp a rifter is a much better frig fighter imo.

vigil lacks firepower. It's more of a scout ship, it's an awsome cheap tackler, fast and with 3 low slots you can put on cap relays or overdrives. 1 on 1 don't expect to win all to often against a good PVPer.

you can get a decent damage out of a vigil with the following setup, but yeah its more of a tackler than a damage dealer.
High: 2x small neutron blasters (I cant use projectiles as well as hybrids and the vigil doesn't have any projectile bonuses anyway)1 rocket launcher Mid: 1mn mwd, 1 web, 1 7.5km warp scrambler Low: 2 cap relays, 1 micro aux core.
I use the 2 cap relays because in fleet combat I'm only gonna use it for tackle which means I'm gonna be moving in and out of range. If you're planing on small group work or ganks you can probably drop 1 of the relays and fit a damage mod. Use the mwd only to get close and shut it off when you're done, you'll have plenty of cap to run the web and the scrambler and guns w/ 1 relay. Again vigils aren't the best in damage dealers (look into a rifter for that in a min frig)
