I propose to change rule of Security Status Gain. The objective is to do assume by the pilots the choice of their act and to limit the effect "yoyo"
In 0.0: At present the regles of the pvp makes that there is no possible luxury loss vs other players but gains possible via npc among others If we consider the background, Concord makes no operation of security in these region It would thus be necessary to delete the acquisition of status securitT in zone 0.0
In Low: Implementation of gain of status security degressif according to the SL of the System or possible via some specific Epic Arc

Your ideas are almost the exact opposite of the actual game rules.
Right now when you want to gain security status you need to go in 0.0 and hunt the NPCs in asteroid belts. If you kill NPCs in missions most of the time they will not give you any SS (I'm not sure for epic missions, never tried that yet but guess its the same).
So here your ideas are to switch the normal rules to the opposite kinda.
I'm not sure if CCP is looking to force the peoples living in 0.0 to go back in low sec. Being in 0.0 or low sec pirates from time to time decide (or need) to get their SS better, at the end doing it in 0.0 or low sec still keep a "yoyo" effect.
But you right on the background point of view it's a bit "stupid" to gain SS in 0.0 when Concord isn't even there. The good side of your ideas is it would make low sec a bit more useful than what it is now.

I always thought of the sec status gains in Lowsec and 0.0 as being bringing Lawfulness to a Lawless area, kinda a Marshall in the Wild West kinda thing.

think about it like this :
if you worked for CONCORD and hated the Angel Cartel where would the best place to go to hunt and kill them ?
any one can go to empire and kill angels with concord and other players to back you up but it takes some serious cahones to go to their home and personally wtf bbq them under ther noses.
the balance with pirate factions is that you loose standngs with them.
if you removed the sec gains from 0.0 would you then also remove the sec hits when working for them ? again if you were working for angels then CONCORD will penalise you regardless of sec space you live in.
i would certainly support a review of the system of sec status and would like more of a shift away from NPC gains and more of a player to player driven system with some way for a player to gain trust (sec status) back over a period of time.
as it stands currently your sec status often reflects on your player trust and you will get viewed as a pirate when in fact you could just be a sansha sympathiser but are totally against capsuleer violence in every form.
