Well I had a thought to make low sec mining safer, but less profitable / hr, while still allowing pirates to seek and destroy. My solution was a new type of cloaking device, developed by ORE for use on mining barges. This cloak would function like a covert ops cloak in that it would carry a the CPU restriction to barges, with a reduction in cpu use per level. These vessels would NOT be allowed to warp while cloaked. The cloak would take a high slot, making the smaller barges (Procurer/Skiff) unable to use them. Any larger class would require a strip miner to be lost to be able to fit the cloak, making efficiency 1/2 or 2/3 in exchange for the safety. ORE scientists took the part of the covert ops cloak that stabilizes its spatial distortion field while in warp and modified it to stabilize the strip miner and targeting subsystems, allowing the ship to both lock asteroids and mine ore while cloaked. This process is not perfect however, the cloaked ship is unable to move at all while cloaked, as the stabilization is very difficult. Furthermore, unavoidable pulsing subspace patterns allow a ship to be detected with scan probes and the directional scanner.

In your imagination, could you mine while you are cloaked? Or is it just a panic device to run and hide when enemies are around?
If you can mine with it, what about the mining lasers and drones?
