Where do the skills books actually come from? Do people research and produce them and what? I was assuming they came from NPCs. If so, when are the skills replenished in the world of EVE?

Skills are NPC only, and as far as i know they are re-stocked every downtime but cant be sure of this.. of course it doesnt stop some greedy peeps from buying them all and hiking the prices up when they are first released only ccp can do that..
