This is a request to enhance the Block function to basically make the blocked party disappear from the universe as far as the blocking player is concerned.
This means no communication and no interaction, including but not limited to Combat, detection, Chatrooms, Evemail or any other activity in which the two may interact.
Once set this form of blocking is permanent and cannot be unblocked. There is also the option to enhance this to include perm blocking the account.
Any action (such as looting) that would force interaction is forbidden.
This is in addition to the normal Blocking.
This would give the Blocking player the ultimate 'foad' to a total jerk as they would ignore them.

If it's going so far that you'd need this option... then it ALREADY IS in the game.
It's called harashment petition. It gets the other guy temporarily/permanently banned. THAT's the ultimate 'foad', whatever "foad" means...

It is much more than a "I press this button and then you can't touch me", it is a I refute your existence and hence in my world you don't exist.
Nothing you do will influence me and my existence in your world is null as well. We operate without ever recognizing each other and thus we exist without the torment of each others influence to bother us.
It is one shot deal and there is no turning back.

AGAIN...
If someone is bothering you so much that you'd want to do that, you can probably get him banned from the game by filing a harassment petition.
Not only is this "super-jerk" out of your face, but now he won't be bothering anyone else.

If someone is bothering you so much that you'd want to do that, you can probably get him banned from the game by filing a harassment petition.

I doubt a petition will get him banned.
It's probably more like i don't want to pvp so it has to be impossible for others to annoy me.
I get the idea that most people who think like that come from the wow pve servers and have a hard time to understand that eve doesn't work like that

The very fact that EVE is on one server and everybody can interact with you is a big selling point of EVE, imho.
There's no point in having only one server if you can exclude everybody from your gaming experience you don't like. Maybe X3 is a good game without jerks for you.
Don't try to change the game many people like the way it is just because YOU don't like it. Plenty of games without jerks for you. Nothing like EVE for us to switch to.
