I've been playing eve now since about november of last year. I decided to start a new character which is my first since they last version was released and it never gave me an option to chose a career path. However I saw that there is a 100% bonus to my training speed for the first 1.6 mil skill points... So, am I correct in thinking that insted of starting with a "career" they just give you a boost, and we chose what our basic skills are that way?

That's correct.
Make sure you follow the tutorial, and I'd strongly advise that you follow all three career development guides (F12 -> Career Guide), and if you have the patience head off to a different empire and do the career development guides for the other empires too.
You get a bunch of free skill books, free ships and modules, and a decent starting kitty of about 1M ISK.

If you are making a second character, this is also a good opportunity to just blow right through your learning skills and get them out of the way at double speed.

I didn't know about the Career Guide Missions.
I have now done the Mining/Industrial one and I have an Industrial Ship - just in a few hours! 
The only problem is that when I finished the series of missions, I was told about another Agent I should contact, including a warning about how to reach her without going through low sec.
Unfortunately, I didn't make a note of her name or location as I assumed she would be in the Agents list. Now I can't find her name and the other Agent doesn't talk anymore. Can anyone help please?

You can find the Epic Arc agent you were reffered to in the system Arnon, Sisters of Eve station. Not quite how to spell the name but the agent is Sister Alitura (or something like that)

Thanks - I found her. She sent me to another agent, who is described as a Mining Agent. So why does he keep sending me on Ratting Missions?

Just one comment.
If you are getting sent through low sec to get somewhere you can make an adjustment to your auto pilot settings.
The default is Shorter but you can change that to Safer and it will try not to send you through low sec. Sometimes this can result in you taking 10 jumps to go through 2 systems so be aware of that. You can set it one way and plot your route, then clear way points, set it the other and try again. For the most part - I leave it on Safer.

I set the map to safer, but still got taken through several 0.5 areas. Are they considered 'safe', or at least high-sec?

High sec is .5 up to 1.0 Low sec is .4 down to .1 Null sec is 0.0
Concord will avenge you if you are attacked in High Sec and the guy who shot at you will take a security hit. Concord will NOT avenge you if you are attacked in Low sec but the guy who shot at you will still take the security hit. High Sec and Low Sec are both considered Empire Space - though that term is not always used to mean that. At times people use it to just mean High Sec.
Null Sec or 0.0 is a free for all. Anyone can attack anyone without Concord interference or a loss of security standings. Mostly, you exist in 0.0 at the sufferance of whatever alliance has control of that particular space. If they are Not Blue Shoot It (NBSI) that means if they have not specifically set you to high standings with them - they will attack you on sight. Others are NRDS or Not Red Don't Shoot which means that unless they have specifically set you hostile, they won't attack you. I am not aware of any specific place (though there may well be one) where you can check on what the local alliance policy is to non-members.

...Though the security hit won't necessarily be as big.
