Alright, I don't really care about the High/Med racks, I just want to know about the lows..
Obviously, if this were highsec hauling I would do a full rack of T2 Cargo Expanders. But for lowsec hauling through semi-busy regions, should I fit at least two warp core stabilizers for those possible gatecamps that I will run into, and the rest of them cargo expanders?

Keep in mind the warp core stabs arent gonna help you if the attacker can destroy your ship before you are in warp (even t1 cruisers can do this, I usually dont even care to point industrials because they never get into warp anyway).
Not to mention quite a lot of people camp solo in HICs, the stabs wont help you there.
For lowsec hauling there are only 2 options:
1) blockade runner w/ covops cloak
2) regular indy w/ alt scout
If you still want to go with WCS, I'd strongly advise to use your mid slots for a buffer tank, as well as using a prototype cloak to give you at least a chance to escape from a lone cruiser.

Mwd and cloak. Done.
Fit iStabs and fittingmods in low if you need it/want it. Very few ships can hit you from start and those camps that can can probably hit you whatever you fit. Parrots, commence!

Actually, 15km initial distance (less if the attacker knows the gate and did choose a good spot) is well within combat distance for pretty much every ship that is suited for a solo gatecamp.
