Is this ship viable in small gang warfare (0.0) and what role does it serve?
It would seem to me that it be an anti inty (gun ones) of some kind with TDs and Neuts, but it seems fragile...
I'd like some insights,

its extremly viable in small gang and a lot of fun to fly, even more when you maximize EAS at 5 
Fitting:
small unstable neutralizer
small diminishing nosferatu
small diminishing nosferatu
1 MN Microwarpdrive II
Tracking Disruptor II
Tracking Disruptor II
Warp Disruptor II
Overdrive II
Overdrive II
Damage Control II
Rigs: to your taste, I kind of like the agility rigs tought
Drone:
4 Small ecm drone
4 Warrior II
4 Hobgoblin II
Orbits target at 16-17km (max neut/nos range being 18 with EAS 5)
put TD on turret ships
put drone on small frig you wanna melt
ECM drone if you are in a troublesome situation that you wanna bail out
have fun

It is a good anti-frig platform for all frigs except the Ishkur...then it is a toss-up.
Below is the set-up that I use most often. It allows me to eat a bit of damage while my nos's drain the cap and my dismal dps eventually kills the victim.
