Hi all,
Could anyone give me a simple setup for a (for the time being) PvE Rifter?
I'm having some trouble finding one that's not running out of cap within a few seconds.

Welcome to small ship warfare.
Flying small ships is awesome fun, but you must manage your cap aggressively. Cap stable fits are usually gimped on their damage.
Tank or gank. Pick one and fit for it.
I want a peaceful soul.

Here's a cap stable fitting for alot of fun both in pvp and pve. It use shield buffer tank and 1800hp shields last a long time. I've used it alot and it's awsome

PVE Fit rifters dont need active Tanks. A Medium Shield Extender and an After Burner are all the tank you need for level 1 missions. Just keep moving! that the key. Turn on the AB and orbit, orbit, orbit. If you cant run the AB full time, add power diagnostoics in the lows. They boost Shield, Power Grid, and Cap all at the same time.
Once your Cap and fitting skills increase you can replace PDU's with Gyros for more Damage.
Something Like
3x PDU
Med Shield Extender
something (web or an invulnerability Field)
After Burner
3x Guns
1x Missile if you can fit it on.

I enjoy this build...
3x 150 Autocannon, EMP (feel free to use 200's instead)
1x Rocket Launcher, Rocket.
1x 1m AB
1x Small Shield Extender 2
1x Medium Shield Booster 2 (Run it on manual, in pulses.
1x Overdrive Injector 2
1x Nanofiber Internal Structure 2
1x Inertial Compensator (?) 2
Not ultra-highend, you can feel free to use t1's on just about anything but the shield extender, and it's easily replacable. Can, given time, take down rat BS no problem. Probably multiple at a time if they're close. Don't try it in L3 or 4 solo, though :P

use a small "knave" energy drain I in the highs (because it can drain energy when your target's cap percentage level is lower than yours)

Really? I am a noob but i dont see why this one module would have escaped the nerf.
(unless that was an attempt at humor, if it was i apologise (well not really, as it wasnt a very good attempt  )

1x pdu
Cruise all day at 1085m/s, nothing can hit me. :)

3x 150mm ACs
1x Rocket Launcher
Mids:
1x AB
1x Medium Shield Extender
1x Small Shield Extender, or Passive Shield Resist
Lows:
3x Shield Power Relays
This fit is capless if you have the AB off (love that passive shield regen), and it's capable of tanking all L1 missions, almost all L2 missions, and wide assortment of rats.
