I'd like to poll opinions on the best set-up for the Maledication for: 1) PvP and 2) P v NPC? Thanks?

Well i havent used mine for PvE but for PvP i use
3 modulated medium pulses
1 named mwd or TII
1 named webber
1 2str warpscrambler
1 caprelay
1 heatsink II
1 microaux
or my favorite settup
3 modulated dualpulses
1 named webber
1 TII mwd
1 2str warpscrambler
1 smal armor rep TII
1 heatsink
1 caprelay
the second fitting requiers som practise to use, and Malediction as a interseptor is not the 1337 atm  but i like it

It's also viable to use a disruptor instead of the 2str scrambler. It allows you to orbit at 15km and maintain that range with just about any ceptor (claw excluded). You really just have to watch your cap tho, 1 or 2 burst of the disruptor is all you'll get, use them carefully
