Okay, I've been using this for PvE, but was thinking of turning to solo / small gang PvP, any suggestions?
Fit:
3x Light Neutron Blaster II
Salvager I
1MN Afterburner I
Capacitor Recharger II
Stasis Webifier I
Small Armor Repairer II
Energized Reactive Plating I
Adaptive Nano Plating II
5x Hobgoblin I
Gets about 100 DPS, 30 DPS Tank.
Comments / suggestions welcome.

It's an okay PvE fitting. Don't take it into PvP or you'll get utterly wiped.
Here's my PvE Fit.
High: 3 Neutron Blaster II, Salvager II
Mid: Stasis Webifier II, 1MN AB II, Cap Recharger II
Low: Small Armor Repper II, DC2, Nanofiber or Reactive Plating II
Rig (optional): Drone durability enhancer I
Drones: Hobgoblin II x5, Warrior II x5.
I chose the DC2 over an EANM due to the sheer structure ability on the Ishkur. If you hit hull during a mission you are very much dead very fast. The DC2 gives you just a bit of extra time to bring down any warp scrammers and get out in one piece. A ship is easier to repair than replace.
Also in a deadspace environment the nano (vs. say an overdrive) is counterintuitive, but the extra 80m/s and the ability to turn a bit better (15.8% better) IMO negates the downside of losing a bit of structure, as it's still over 1000 (about where your armor is) and with the DC2 is an EHP of 1600 vs the 1200 raw it would be without the DC2.

For PVP
Swap the Cap recharger for a Scram II.
Swap the salvager for a Nosferatu.
Put some Warrior II or Ewar Drones in your dronebay to compliment the Hobgobs.

Thats what I fit
I concur with his PvP fit, except I dump the webifier for a tracking disruptor to help in getting up close. I've thought about using a resolution scripted damp too. I think it depends on the gang.
