Yes what difference who will pay for transfer of the character?
Will admit I cannot translate the character because of that that I do not have credit card?

Yes you have to pay for the transfer, not the buyer.
And why would anyone give you their credit card details?

At reception by me ISK I give a login and pass from the character, the person which has bought the character, comes and creates with akk that wants, wants translates персонаа to itself on akk, wants plays further it akk.

The Seller MUST pay for the transfer - Its ccp rules - if you dont have access to sell your character - remove the post.
