o so i cant buy ir off no one or nothin? i say a skill called salvager drones a while back maybe about 6 months ago or so. it was 1.2 b isk so i figured that maybe this skill was same.

DED Connections
"DED Connections doesn't seem to be offered by any agents. According to the official guide 'it's not actually seeded in-game'"
As to the Salvager Drones ... there are a lot of ancient posts on the board asking that they be implemented.
There are also stories that at one time they did exist but were removed from the game or that they are a toy the Developers use but won't let us have. There is of course no confirmation for these stories.
Then there are people who are quite adamant that they do not exist and never have.
I have seen a mining barge using drones to salvage it's kills. I put my cursor on the drones in space and the read out said "salvager drone" - but no one will believe me. The thing is - that is the incident that sent me LOOKING for salvager drones. I'd never thought to look for them - until I saw them. If I hadn't seen them - I never would have gone looking for how to get some. *shrug* I have ceased to care if people believe me about that or not.
Unlike the DED Connections skill - there is no mention of Salvager Drones in the Item Database and that offer of the skill for 1 Billion ISK could have been a scam (whether they ever existed or not).

The Salvage Drone Operation skill book was for a very short while given out as a mission reward. CCP quickly fixed it, removed it from the game and took it away from people who already had it. Public outrage followed, the players who had the skill or skill book got it back but the skill was not reseeded in the game. This makes those few skill books which are still out there very very valuable.

A slip of the keyboard I'm sure, he meant to say expensive. Rare items always have a high value for collectors, even if they have no use. They won't be valuable to anyone else, though, until the actual drones get seeded, at which the skill will be too, so never at their current prices.

It seems you yourself are mixing things up. "Valuable" means "worth a lot of money", "expensive" means "costing a lot of money". Now these skills are worth a lot [valuable] to anyone who owns them (since they can be sold for a lot of money), however they cost a lot [expensive] only for people who buy them (as opposed to own them).
So I meant to say valuable and that is what I said.

They are valuable in EVE ISK for the same reason something rare in the real world is valuable in real world currency. Simply because it is rare. As in the real world, there are people who quite simply have more money than they know what to do with.
Thus, the perceived value of those Interbus shuttles that come with the boxed set and the free shuttles given to everyone a year ago to celebrate EVE's anniversary. Most of the people playing now down loaded the game - so they don't have a box set shuttle - and aren't going to buy a box set and create another account simply to get one (though some might). Many of the people who started playing the game after the gift shuttles - can't get one - unless they buy it from someone who was playing then.
Now ... if:
1) They ever released Salvager Drones and the Salvager Operation Skill - those skill books would immediately drop in value to that of the new one being sold - unless - there was something to distinguish them from the new ones.
2) More people buy the game than download it - those Interbus shuttles value will plummet.
3) They never again give away those gift shuttles - their value will only grow.
It's like the snow ball shooters. Right now - everybody and their brother has one. If they never do that again ... those things will become valuable - along with the melted snowballs that didn't get used up.
I've read about people who are trying to collect every ship in the game. Now ... for some of the larger ... more expensive ships ... that might be hard to do ... but ... they are collectors and if there's a rare ship - they'll pay more for it than it's utilitarian value.
Just like in the real world.

Case in point: Tempest Tribal Issue, valued at over 80 Billion isk. That's a special issue battleship selling at about the price of a Titan, or 1000 times the value of it's normal counterpart.

Thing is unlike in the real world most Eve collectors will just want one of the items they are collecting and there are very few of them anyway. The chances of finding someone who will pay the extortionate 'value' of an item like this are very slim, unlike the Tribal tempest which at least has an actual use.
Ultimately anything is worth what someone will pay for it, and I just don't see that many of these being traded around anymore. I think anyone who wants one that badly and can afford it probably already has it.

Alright, get off your high horse. I was merely trying to clarify the point for a new player, since that is supposedly what this forum is for. I take it back. You meant to say valuable and I should have said that you mean it in the sense described above. The point that the OP was confused about, that they have no actual use, still stands.
