For scamming, I think a noobship would suffice (if not just a pod).
For scanning, use a rigged covops (provided you have CovOps trained to III or higher; otherwise stick to an astrometrics-bonused frigate, which gives a better scanstrengthbonus up to that level).

All covert ops ships have their cheaper, less mean uncloakable t1 variants. Astrometric frigates.
Being Gallente, I'd suggest going for the Imicus.
