Has this been verified either way?

you need the datacore skills to 4 to be able to build anything anyways, and when i did some RE, i had reverse engineering to 3 and the subsystem tech skills all to 1, and i got 6/8 successes (using all intact relics), so i dont think the skills have too much to do with it. I do know the quality of relic is very important, people who use intacts tend to get mostly successes, and i dont know of anyone using wrecked who's gotten any.

1/3 hull successes from a sample of 30 using wrecked. I do not know if skill has anything to do with it as I only started with skill level 4.
Intact give great results, but wrecked are far from useless, atleast imo. -------------------- This is where my sig is meant to begin... |

yeah, for ships i only use wrecked relics and the yield a pretty good success rate compared too the intact relics. even if i had a 100% success rate with intact relics, it would still be cheaper for me to use wrecked ones according to my success rate.
for the subsystems its a different story tho, since there the price of one rev eng run is made up mainly by the cost of the datacores.
