a friend of mine who has a pos in an other region asked me today if having weapons online all the time consumes more Fuel, i have no idea so im asking here same goes for other structures.

Mods that have CPU requirements do modify the rate at which a POS consumes certain fuels.

the tower uses specific fuel just for being online.
the only fuel you use for weapons and other items is
powergrid - liquid ozone -
and
CPU - heavy water -
if he turns off his guns he will save powergrid - which is the ozone

The fuel listed on the fuel tab is for 100% usage of the CPU/PG. If you're not using all of it then the formula is this:
( PG Usage / PG Total ) * Fuel Requirement
The formula is the same for CPU. Fuel Requirement is the number listed on the show info window of the control tower.

I highly suggest using what I have found to be an awesome app, "MyPOS" which is like Eve Fitting Tool for towers. It lets you play around with any tower and array seeing what works best for your needs.

For a small Caldari tower with x3 Std Labs, about 4-6 small AutoCannon Batteries and a few EW platforms for the hell of it, I calculate the following number of days the tower will operate:
All Online: 18
Just Labs Online: 21
No Arrays (just tower) Online: 34

It hardly costs anything to keep a medium and small tower up for 4 weeks. Why would you turn off your guns to save fuel ? It costs like 60m to keep a medium faction tower up for a month i make that in 2 hours mining..

You can basically ignore CPU as the heavy water costs less than 100K ISK per day even in the worst case, however if you are in highsec offlining the weapons won't hurt you in peace situations, and the saved liquid ozone can add up over time. (Just remember to put them online after a WarDec)

And, of course, if you're running your towers close to the limits of your CPU, offlining the ewar modules to get more production modules online, and switching back to defense in the event of a war dec makes a lot of sense.
