EM. If someone is shield tanking, they're likely going to try to balance everything, so its the same as the other damage types. If they're armor tanking, same thing, but you also get to eat through their shields faster.

The one that I expect to be the lowest resi of the target. Or if there are many targets, the one that fits the lowest resi on average.

This is a loaded troll question.
Since anything other than missiles is range dependent, and only missiles allow you to do what your question asks, you're not able to properly utilize damage types to capitalize on resistance weaknesses.
Also because 90% of missile boats have bonii to their races' damage type, this question is dumb too. \o/

Thermal followed by kinetic... hits low resists in both shield & armour & people usually only get around to strengthening only one of those after fixing their primary EM/EXP weaknesses

EM - Because most armor resist tankers overdo it with kin/therm/exp and forget to fill their EM hole and shield tankers will usually have a slightly lower em total resist
Close second = thermal And to finish, thank you for reading my sig -------------------------------------------------- If you are still reading i would probably hav posted by now |

Well as always is the case in Eve, it depends on your situation.
A lot of the pirates fit active tanks for ganking under sentry fire, and let's face it, they're going to armor tank. In this case they'll likely fit 1x therm, 1x kin, and 1x exp with a DCII minimum. For that situation I'd say EM is likely the best damage to do as you'll melt their shields (if sentries haven't already) and you'll encounter the lowest, or second lowest armor resist.
For passive armor tankers they're going to fit EANM's and a DCII. Exp should be the weakest armor resist, but will also be the highest shield. So if you're facing BC and smaller I'd say use Exp because chewing through a little untanked shield won't be a big deal once you start wrecking their armor. Otherwise Therm/Kin if it's BS and above because they have a decent amount of shield HP's even untanked.
When T2 comes into the factor you're really just screwed on having a "Best overall".

Only Minmatar(exp) and Gallente (therm) are worth using though. Speed and damage.

I've found that the pirates that lock you damn quickly are armour tankers, as they have room for the sensor boosters. But then they have no room for cap, so they either need three people sharing agro, or they have to have enough tank to last the sentries after a gank which will often leave little cap.
Drakes can tank forever almost, but they can't lock anything within any useful timeframe.
This is the reason that I basically throw away t1 Valks whilst camping a station.

There's a reason why cap boosters are around.
Obviously they don't last forever, but any sane pirate will permatank their ship to sentries at the very least. It's not difficult to cap stable a armor tanker with decent skills and a couple cap rechargers (which they have room to fit). They don't have to be cap stable with guns firing though, since usually the target is dead within a minute or two.

EM.
I enjoy shooting at a zealot from 150k away with my cerb and CN Thunderbolts. First shot takes him from 100% to 0% shield, second is usually 80% armor.

Depends on what I'm flying. In Minmater short range setup, EMP (EM / Kin / Exp), at any other range it's going to be Exp / Kin. If I'm flying Gallente I'm pretty much stuck doing Kin / Therm, and Amarr EM / Therm.
I have to admit that the damage spread on EMP ammo does make it great for tearing ships up.

... Until his Drones/FoF cruise catch up with you.
Overall, Thermal is the most averaged across both shield and armor and as such recieves the least bonuses from resistance mods.
