I've been playing eve for a year and it's very apparent there's a large unbalance between empire space and lowsec/nullsec populations mainly due to the simple fact that eve online lacks funtionality required to offer players the incentive to venture past the gates at 0.5 to 0.4 space.
I very much feel that the game community as a whole could benefit from a balanced system that provides "diplomatic" amnesty to players venturing into empire space their sovereign faction owns. Pirates would both still have many opportunities to be greedy and uncompromising as the empire space amnesty system would not apply to nullsec or any solar system the players faction does not have sovereign claim. Also it's entirely possible that any amnesty would need to be granted by concord and would have an expiry timer and financial penalty to any pirate caught by concord attacking faction diplomats.
The imbalance in the game populations would balance out somewhat from such a proposed upgrade and very much provide a lot more incentive for newer players to benefit from monthly subscription fees without incurring massive losses in game.

Could you be a bit more clear in what you mean when you say "diplomatic amnesty"?
Can't tell weather you mean pvp immunity (think this is reason for trolls above) or some sort of system that allows pirates with < -5.0 sec status come into one factions space without getting attacked by the faction navies? Or do you mean something to do with standings with a faction falling too low?

There are already alliances which control space in 0.0 (and to a certain extent lowsec) which have a policy of not shooting neutrals, some even defend neutrals from pirates (assuming they ask in the right channel). Try heading down to Providence and sayin hi to CVA, they're very accomodating of neutrals

as this idea would not apply to nullsec territories at all the likelyhood of anyone being accomodating of neutrals is unlikely
