I think drones should be removed from most ships, but yes they are something you should use if you can.

i just use Ogres when the friggy rats come up too close and i can also fit some medium/light drones as well as the 8 heavies

Good thing youre not in control. That would be a major MAJOR move in the WRONG direction. Frigates maybe, cruisers less, battleships DEPEND on drones since their turrets can no longer hit anything smaller than a large cruiser. You take that away and theres no more point in having a battleship.

If I was in charge I would put 4 more hi slots on BSes that can only use medium or small weapons. I was add 2 to cruisers for the same purpose.

4 small netrons on every battleship, who would need drones with them? 
i use preators, better tracking and speed than wasps and ogres and decent defence too.

Drones should be reserved for ships that are classed as carriers, seems cheap to me to give most BSes it's own lag shield.
Don't assume I don't use drones though  , I just don't like how CCP set em up.
