While I solely do the PvE content, I'm the rabbit out there for the wolves to catch, and I get enough ISK (and fun!) out of it to not care if I get popped here and there.
Evading the locals is fun without resorting to logoffski, and the fact I cause frustration enough to send several people hunting me for minimal reward is reward enough for me, especially when they could be off fighting the *real* threats to their turf.

Yes youre right. Guns, webs, scrambs, capital ships, interceptors, HACS etc are all designed perfectly to do missions.

Welcome to Eve.
PVE has been boring from beta till now.
It's a means of income generation to fund your other activities. primarily pvp.
voice acting? plot? interaction with enemy other than target\shoot? you won't find that here. sadly.

maybe nerf the habit of switchin targets to pop your drones some, but sleeper AI in missions would go a long way to making them less boring.

Don't know if that will make it any more fun for the average player.
Might make it even more tedious than it already is.
I honestly have no idea how to make it better. All I can think of is to just make it faster paced by lowering the rewards and making the rats easier to kill(while making them do more damage).
The goal should be to fill the downtime there currently is with more engaging and fun activities. Preferably something socially engaging, as this IS an MMO after all, However, it shouldn't be enforced. Sleeper AI IMO will either make solo play more tedious, or make teamplay mandatory for another activity, thus reducing solo PvE play to just mining and ratting.

if missions are more dynamic and less scripted, then they would be less boring. if they switched targets, etc.
would stop the afk domi missioning, would slow down salvage ninjas coming in mid mission with impunity and zooming around in dessys and frigates salvaging while your fighting, would slow down the pace of missions if the rats did not behave exactly the same way each time, maybe had different fittings from one run to the next one randomize the missions more type of spawns and fits of the ships rather than same ships only difference in fits is do the tackle intys have web or scram not much else.

instead of having set missions. there should be templates for each mission. with loads of different variables that could be selected each time at random. so no two missions would be the same. against the same ships, same damage types etc. that would eliminate the boredom of looking up the mision on the survival guide and then sitting through it for half an hour knowing you cannot be killed...

I cant even dock in for a little *ahem* relaxation, before leaving to blow it up again.
I did the noob arc...that was interesting. But that's it. You can only do it once.
CCP have any plans to spice up the missions...or am I asking for too much now?
